    Purpose

The modern operations room is flooded with radar, imagery, signals and open-source feeds, yet fusion systems often average away the very disagreements that warn of deception or uncertainty. SC-ISR-01 fuses radar, FMV, SAR, SIGINT, SATINT, AIS and OSINT into a coherent operational picture with calibrated confidence. The core keeps disagreement between sources visible rather than smoothing it away, and every fused track carries sensor provenance back to its contributing inputs. It runs at the edge under DDIL conditions and reconciles with the core when connectivity returns, so the picture persists even when the network does not.

    Architecture

Radar tracks, FMV, SAR, SIGINT, SATINT, AIS and OSINT streams enter through STANAG 4607, 4609 and 5516 aligned interfaces. The fusion core runs multi-hypothesis tracking with calibrated confidence, and crucially keeps disagreement between sources visible instead of averaging it away. Every fused track carries a provenance chain back to its contributing sensors. At the edge, the agent runs on local compute under DDIL conditions and reconciles with the core when connectivity returns. Fused products and their provenance are sealed to CyberFort Blockchain.

    What it does not do

It does not suppress low-confidence contacts. Uncertainty is surfaced, never hidden.

    06

The same four gates as every agent

    Fail-closed model register

An unregistered or unapproved model tag is refused before inference, not flagged afterwards.

    Five-role RBAC

Every action is scoped to a declared role. Scope is checked at the engine, not in the prompt.

    Supervised quarantine

New or changed models run under supervision until their evaluation evidence is accepted.

    Human-on-the-loop

Irreversible decisions require a signed human authorisation recorded with the decision.

The agents differ in what they reason about. They do not differ in what they are allowed to do.
