Purpose
Exercise and planning staffs spend weeks hand-building scenarios that drift between iterations and cannot be reproduced for after-action review. SC-SCN-01 generates training, planning and what-if scenarios from a vignette or commander prompt, building scene-setting, plausibility-constrained events and branch-and-sequel trees in checkpointed passes. Each generated package is written to the hash-chained decision record, ML-DSA-signed in assured deployments, and reproducible, so an exercise used today can be replayed exactly years later. Output is confined to training and planning contexts, and the agent never injects events into live operational systems.

Architecture
A commander prompt or vignette, the geographic AOR and a force composition are the only required inputs. The synthesis core builds a scenario package in three passes: scene-setting from terrain and force data, event generation constrained by physical and doctrinal plausibility, and branch-and-sequel tree construction. Each pass is checkpointed, so exercise staff can accept the scene but regenerate the events. When coupled to an existing simulation backbone, injects are delivered through standard interfaces rather than a proprietary format. Every generated package is written to the hash-chained decision record and is ML-DSA-signed in assured deployments, so a scenario used in training can be reproduced exactly, years later.

What it does not do
It does not inject events into live operational systems. Scenario output is confined to training and planning contexts.
