SynapseCommand Integration with NATO-Maven Smart System

The NATO Maven Smart System is a data and AI environment used to bring operational information together for Alliance staff. SynapseCommand is designed to sit alongside such an environment and add a sovereign, evidenced decision layer, without replacing the command system already in use.

About the system

What N-MSS is

The NATO Maven Smart System (N-MSS) is the Alliance implementation of a data-centric digital battlespace environment. It is intended to bring information from multiple sources into a shared operational environment, apply machine analysis to it and make the resulting picture available to operational staff at NATO commands.

N-MSS is owned and operated by NATO. Access to its interfaces, data and deployment environments is controlled by the Alliance and its authorised programmes. Nothing on this page describes access that Decent Cybersecurity holds or a deployment that has been completed.

In operational terms the environment functions across the multi-domain picture: sensor and intelligence reporting, tracks and entities, and the analytical products staff derive from them. Its relevance to SynapseCommand is straightforward. It is a source and a destination of operational information, and the decision work that follows the picture is exactly what the SynapseCommand agent mesh is built to support.

Where SynapseCommand fits

Your C2 stays. SynapseCommand adds the decision layer.

SynapseCommand is not a replacement command and control system. It is a decision layer that consumes operational information, reasons about it with specialist agents and returns analysis, options and an inspectable record of how a recommendation was formed.

Where an environment such as N-MSS provides the operational picture, SynapseCommand adds course-of-action development, rehearsal, comparison and replay around it, with the human decision gate preserved. Material decisions remain with the commander or authorised operator.

Integration would run through authorised interfaces only, using the same open contract published in the SynapseCommand integration layer: REST and gRPC interfaces, and defence data standards including STANAG 4676, STANAG 4607 and ASTERIX where relevant.

Decision intelligence around the existing picture

Operational understanding

Reporting arriving from the environment is normalised into the canonical data model so that source, timing, classification and confidence travel with every entity into the agent mesh.

Multi-agent analysis

Specialist agents examine the same picture in parallel: ISR fusion, course-of-action analysis and air tasking support, each producing a separately attributable contribution.

Course of action development and comparison

Options are generated against stated constraints and compared on explicit criteria, rather than presented as a single unexplained recommendation.

Scenario rehearsal

Alternatives can be examined before commitment, including how an option behaves when conditions or assumptions change.

Decision record and replay

The information, constraints, agent contributions and human authorisations associated with a decision sequence are recorded so that the process can be reconstructed afterwards.

Sovereign operation

Models run self-hosted inside the accredited boundary. There are no external AI calls at runtime, and the platform is designed to keep operating when disconnected.

Operational reporting is normalised, deconflicted and presented to the agent mesh, so analysis begins from a picture whose provenance is explicit.

Agents surface constraints and risks, then develop candidate courses of action that can be examined against the commander's intent.

Options to decision

Courses of action are compared and put to an authorised human decision gate. The platform records what was approved, by whom and on what basis.

Decision to review

The full sequence is replayable, supporting after-action review, assurance activity and lessons-learned work.

This status does not imply NATO certification, NATO endorsement or completion of an operational N-MSS deployment. Integration requires authorised access to the relevant interfaces and deployment environment.

Open interoperability layer

SynapseCommand connects to external systems through an openly published interoperability layer rather than proprietary point interfaces. The canonical data model, the JSON Schema and the format adapters are inspectable before any integration is committed to. That layer describes what SynapseCommand implements; it is not a statement about NATO-Maven Smart System and implies no interface to it.
