    Purpose

    Operational planning produces vast staff products, yet drafts often lose traceability to the COAs, estimates and doctrine that produced them. SC-PLAN-01 supports the operational planning process from mission analysis through COA development to OPORD generation. Drafting is retrieval-grounded in the sovereign doctrinal corpus and in outputs from the COA and logic agents, so every annex and synchronisation matrix can be traced back to its source. Coalition-aware federation lets allied cells contribute without raw staff products crossing the boundary, and every draft, revision and final order is versioned and sealed to CyberFort Blockchain.

    Architecture

    Mission orders, commander's guidance and staff estimates feed a planning core aligned to NATO OPP and AJP-5, moving from mission analysis through COA development to order production. Drafting is retrieval-grounded in the sovereign doctrinal corpus and in the outputs of SC-COA-01 and SC-LNP-01, so annexes, synchronisation matrices and decision support templates trace back to their sources. Coalition-aware federation lets allied planning cells contribute without raw staff products crossing the federation boundary. Every draft, revision and final order is versioned and sealed to CyberFort Blockchain, giving the headquarters a complete, tamper-evident planning record.

    What it does not do

    It drafts. Staff and commanders review, amend and sign. No product leaves the agent as final.

    An unregistered or unapproved model tag is refused before inference, not flagged afterwards.

    Five-role RBAC

    Every action is scoped to a declared role. Scope is checked at the engine, not in the prompt.

    Supervised quarantine

    New or changed models run under supervision until their evaluation evidence is accepted.

    Human-on-the-loop

    Irreversible decisions require a signed human authorisation recorded with the decision.

    The agents differ in what they reason about. They do not differ in what they are allowed to do.
